candle holder with gilded highlights, marked EC?

it's a bit hard to tell from these photos, but the top straight edges are actually gilded (or at least, lustred with a glaze). Underneath, it is marked with what looks like a stylised EC and 4/99 which i took to mean as April 1999 - it looks like the mark was done with a black marker pen and not painted. Any ideas?
