That is a very good question, and without the partially finished one on the back I would not have guessed. Initially I thought it was a pottery tile.
It looks like gesso on a wooden board that's then been scored, painted, rubbed, scored, rubbed again, probably more paint, and at some point a dark wash applied to fill the scored areas which would otherwise be white from the gesso below, rubbed, and varnished - looks like several layers have been applied to give the finished look. The wooden frame around it has also been carefully prepared - roughly sanded, painted, and varnished. A lot of work to make something look like an old bit of painted driftwood.
