Scandinavian? figure - Japan

Figure in scandi style, base was covered with felt but was removed but no mark found. I thought at first it was JIE Gantofta but having had a search it doesn't look like it. Any ideas?

   

The figurine could perhaps have been made by Seto Craft Co. Ltd. in Japan.

They are often covered by felt and sometimes marked with two fish in a circle.

The Swedish are never covered with felt.

Thanks Jakjo, looks like you could be right. I do have 2 JIE Gantofta figures with felt bases, maybe they were added at a later date.

I was thinking the clay used to mould this and the glazing looked a lot like a mug I bought that was made in Japan.
