Blue ashtray, kanji mark, Japanese? Empty Blue ashtray, kanji mark, Japanese?

Heavy blue ashtray with impressed circles and dots decoration. 7" diameter.

The mark looks like a Chinese character - dealer thought it was Japanese - but it's very atypical for oriental pottery. Looks more like Scandinavian / European to me.

At this angle the mark looks like SIH

The glaze and the decoration suggest mainland Europe but the mark doesn't look familiar. It could be Chinese for the European market I suppose?

It is Oriental. I've been told the mark is a simplified Chinese character - second photo of the mark is the right way up.
