Yes, I call it feathered slip. The mark looks foreign with an accent over the a.

The sort of decoration you see in Bulgarian pottery.

Looks like it’s signed Barbel Linger? Barbel is a fish, Is Linger one too? and there is a potter Barbel Dister who does slipware in Cromarty but she has a different mark

Reminds me of Hornsea Muramic.
