Carved Horn woman Empty Carved Horn woman

I know this isn’t wood but I thought it fitted ok here. Presumably buffalo horn.
I’m not thinking this is so old but I’m unsure where she is made.
I know MCM carved herons etc are often from Asia.
Is this woman Asian too or could she be native North American?
I’ve not found anything similar online.
